Story Kobo:

Kobo is a rain charmer. According to the website featured in his debut, he needed a radius of ten meters to cast his rain spell, and could move thick clouds to certain places. To call him, we must call his name twelve times gently with all our heart. His umbrella is often used in the event of casting his rain spell.

The rain handler, is a type of shaman in Indonesian culture who is said to have the power to control the weather. Even in modern times, they are employed in hopes of keeping out rain during outdoor events.
